Club Constitution

General Provisions

1) The Club shall be called "Archers of the West", incorporating "Archers of the West - Juniors" hereinafter referred to as the Club.

2) The Club is committed to improving archery skills at all levels, to help Club Members compete and achieve personal success.

3) The Club will support all forms of archery including the use of Longbow, Recurve, Compound and Crossbows.

4) The Club shall affiliate with the Grand National Archery association, hereinafter GNAS, but will also accept as Club Members those who are registered Archery Association, hereinafter AA, members.

5) All monies and sums received on behalf of the Club shall remain the property of the Club and there will be no distribution of such funds amongst the Club Members.

6) The Shooting Regulations as prescribed in the GNAS Rules of Shooting shall be accepted as governing the relevant branches of the Sport of Archery practised by the Club and its Members.

7) The postal address of the Club shall be that of the Secretary' for the time being.

8) An email address shall always be defined for the club.

9) Notices shall be emailed to all Club Members who have email facilities and notices, motions and representations may be received from Club Members either by post or Email.

10) The Constitution of the Club shall not be altered or amended except at the Annual General Meeting or at an Extraordinary General Meeting

MEMBERSHIP

11) All Members of the club shall be equal. Those on or over the age of 18 years shall be deemed Senior Members and those under that age as Junior Members.

12) All Members of the Club must be registered members of either GNAS or the AA.

13) Club Members may register with the GNAS through the Club in which case they will represent the Club at tournaments and competitions.

14) Only GNAS registered members may shoot at tournaments organised by the club under GNAS regulations.

15) Any person interested in Archery shall be eligible to apply for admittance as a Member.

16) Those applying for membership shall complete the Club membership form, a copy of which shall be emailed to Club Members and also posted on the Club Notice Board for a minimum of three weeks.

17) Any member may make representations to the Club Committee with respect to prospective new members.

18) The Club Committee shall consider the application along with any representations received at the next Committee Meeting after the expiry of the three weeks.

19) The Club Committee shall accept all applications unless they feel that any negative representations are strong enough to necessitate the rejection of membership.

20) In the event of the Club Committee rejecting an application for membership they shall notify the applicant indicating the reasons for the rejection and inviting the applicant to attend the next Committee meeting to appeal against the decision. At that meeting, whether or not the applicant is present, the Club Committee shall finalise a decision.

21) Once an applicant has been accepted or a rejection decision has been finalised then the decision shall be emailed to Club Members and posted on the Club Notice Board for at least three weeks indicating the decision and any representations made along with the names of those making the representations.

22) Whilst a new member is awaiting the final decision of the Club Committee they may use the facilities of the club so long as they are affiliated with either GNAS or AA and pay any target fees that may be due.

23) All Club Members and prospective members shall accept the jurisdiction of the Club and shall conform to such conditions, shooting rules and regulations as may be determined from time to time.

24) Once accepted for membership a Club Member can only be expelled at a General Meeting as a result of 75% or more of the votes being for expulsion.

SUBSCRIPTIONS

25) All Club Members shall pay an annual subscription to the Club at rates to be determined from time to time by Club Members in general meeting.

26) All subscriptions shall become due on 1st September each year and apply from that date for one year.

27) A member who has not paid his subscription by the 30th September shall cease to be a member of the Club.

MANAGEMENT

28) The day to day management of the Club's affairs shall be entrusted to the Club Committee.

29) The Club Committee shall consist of Spokesperson, Secretary and Treasurer.

30) Club Members in a General Meeting shall appoint the Club Committee.

31) Club Members in a General Meeting shall determine the roles and powers of the Club Committee.

32) At meetings of the Club Committee the Spokesperson is entitled to a casting vote only.

33) The Club Committee may appoint subcommittees and may delegate to such Committees powers within defined limits. The appointees to such subcommittees can be any Club Members.

34) The Club Committee shall have a meeting at least once every two months. The dates of future meetings shall be emailed to Club Members and posted on the Club Notice Board at least three weeks in advance of any meeting.

35) All Club Members may attend any Committee meeting and shall be entitled to speak and have a vote in any decision made.

36) In the event that a member of the Club Committee resigns between General Meetings then an Extraordinary General meeting shall be called to appoint a new member.

FINANCE

37) An Auditor shall be appointed annually by Club Members in General Meeting.

38) The Club shall cause to be prepared and shall present at the Annual General Meeting a Balance Sheet showing the financial position of the Club on the 30th September together with an Income end Expenditure Account for the twelve months ending on that day.

39) A copy of the Balance Sheet and Income end Expenditure Account, duly certified by the Auditor, shall be given to each Club Member attending the Annual General Meeting and shall subsequently be sent to each Club Member who does not attend.

40) A Bank Account shall be maintained in the name of the Club. Any two of the Club Committee shall sign all cheques and orders withdrawing monies from the Account.

GENERAL MEETINGS

41) The Annual General Meeting shall be held before the end of October at a place to be determined by the Club Committee. Not less than 21 clear days notice of such Meetings shall be sent to each Club member.

42) Club Members wishing to move a proposition designed to after or amend the Constitution shall submit such proposition to the Secretary twenty eight days before the General Meeting at which such proposition is to be considered. The Club Committee must send details of all such propositions to all Club Members at least 14 days in advance of such General Meeting.

43) 20% or more of the Club Members may request that the Club Committee call an Extraordinary General Meeting indicating the reason for the request and any motions to be put to the meeting. The Club Committee must call the Meeting within 35 days of receiving such a request. Not less than 14 clear days notice of such a Meeting shall be sent to all Club Members. The notice shall specify the Club Members who have requested the Meeting, their reasons and any motions specified to be put.

44) A proxy voting form shall accompany all notices of General Meetings so those Club Members unable to attend the meeting may lodge their vote on any motions to be put to the meeting. Proxy voting forms must be returned to the Club Secretary before the General Meeting.

45) At all General Meetings:

a) Five Club Members shall form a quorum.

b) Each Club Member shall be entitled to one vote.

c) Proxy votes may be For or Against a motion or may be given to be used at the discretion of the Spokesperson or other nominated Club member.

d) The Spokesperson shall be entitled to a casting vote only.

EMERGENCIES

46) In the case of emergency the Spokesperson, the Secretary and the Treasurer shall together have full powers to act.

47) Immediately after the ending of the emergency the Club Committee shall send to all Club Members a communication specifying the details of the emergency and the actions taken.
